The route around Jay Cooke is nice.  Highway 210 has virtually no shoulder, but the road isn't busy, and is well paved.  Hold you ground.  There are so many turns that reasonable car speeds are usually less than 30-35 mph.  Highway 23, south, does have a shoulder, but slightly poorer condition.  A worthwhile tradeoff.  This section has a nice climb.  The leg turning west on Cty 18 is flat and in good condition with a shoulder.  The rest of the route is fair.

One of my favorite routes in the Portland Area, especially the stretch along Bald Mtn Access Rd.  I have ridden the route both ways, and prefer doing it clockwise, mainly because the road is pretty rough climbing up from Sheridan to Bald Mtn Access Rd.
