1913年（大正2年）から1915年（大正4年）にかけて、江口定条の別荘として庭師・仙石の手で作庭される。1929年（昭和4年）に三菱財閥創業家の岩崎彦弥太が別邸として買い取り、津田鑿の設計で洋風邸宅、数奇屋風の茶室（紅葉亭）などを追加整備した。昭和40年代に再開発計画が持ち上がったが、保存を求める住民運動をきっかけとして1974年（昭和49年）東京都が買収、公園として整備の後に1979年（昭和54年）4月より有料庭園として公開した。
